Focused on addressing the lack of accessible senior housing in Vermont, this project involved the construction of a brand new North wing building thoughtfully incorporated into the addition, renovation, and restoration of the original 1820’s house that comprises the South wing.

The overall structure is designed to house up to 88 independent living, assisted living, and memory care residents with 24-hour staffing and features thoughtfully designed spaces such as hair salon, market and café, secure memory care garden, and fitness studio as well as providing meal services, housekeeping and laundry, lounge, and dining room with scenic views that help define the community.

A mix of studios, two-bedroom apartments, and semi-private two-person memory care suites with varying features from all-new construction to units with preserved historical architecture spread across four levels of community living space.

Construction began in autumn of 2023, with residents taking occupancy of the North wing in early 2025 before the final restoration of the South wing, paving, and landscaping sitework was completed in the summer of 2025.

560 Railroad Street in Saint Johnsbury started its life in 1909 built by J.E. Bertrand as the armory for the Vermont National Guard Company D. Initially called Bertrand’s Hall, the wide-open first floor was used for Guard training as well as dances and events. It was later converted into a hotel before eventually falling into disrepair. Today, the 15,000 square-foot building has been redeveloped into nine much-needed apartments for middle-income workers and two commercial spaces.

Structural reinforcement was needed throughout the building to meet modern codes as well as the addressing of environmental problems like the removal of a buried oil tank and contaminated soils. There was also remediation implemented to remove regulated materials like asbestos that had been used in past building materials. Special attention was spent to maintain the integrity and character of the woodwork and brickwork throughout the building while performing the extensive and transformative updates.

The Red Clover Commons II Project, located in Brattleboro, VT, involved the construction of 18 senior living apartments. This undertaking encompassed various essential elements, including the remediation of contaminated soils, stormwater control with retention ponds, concrete foundations, and panelized wood framing. To enhance environmental sustainability, the building was equipped with air-source heat pumps, significantly reducing its carbon footprint. Additionally, a high-efficiency and airtight envelope, along with solar panels covering the majority of the roof, were integrated into the design to further promote energy efficiency.

During the blower door test, the project aimed for a result of 1,300 CFM50, corresponding to 0.05 CFM50 per square foot. The Efficiency Vermont program set a goal of 2,500 CFM50 for this project. Remarkably, the final test result of the building surpassed expectations, achieving an outstanding 1,000 CFM50, exceeding both the project’s original goal and the Efficiency Vermont program’s target.

This comprehensive project not only preserved the building’s historical significance but also addressed the pressing need for affordable housing in the Springfield area.

The renovated Woolson Block now stands as a vibrant symbol of community revitalization, offering a mix of studio, one-bedroom, and two-bedroom apartments with convenient elevator access. The project also includes four commercial storefronts that contribute to the local economy. Additionally, the establishment of a four-unit transitional housing program, equipped with comprehensive social services and a dedicated supervisor, provides crucial support for homeless and at-risk young adults.

By successfully merging historical preservation with modern functionality, the Woolson Block exemplifies the community’s commitment to both preserving its architectural heritage and meeting the demand for affordable housing. This collaborative effort between Springfield Housing Authority, Evernorth, and H.P. Community Living at Lloyd’s Hill is a project consisting of four blocks of new buildings, featuring a total of 28 townhouse-style units. These units are thoughtfully designed to provide affordable housing options for the local Bethlehem, NH, low-income community. The development includes 14 two-bedroom units and 14 three-bedroom units, creating a community-oriented setting where residents can enjoy comfortable and affordable homes.

The scope of work for this project was comprehensive and encompassed various construction elements. Extensive site work and land development were undertaken, along with the construction of foundations using concrete and structural steel. Wood framing was utilized to shape the buildings, while window and door installations ensured natural light and accessibility. The buildings were well-insulated, and the roofs and siding were carefully installed. Interior finishes, such as drywall, ceilings, painting, and flooring, were meticulously executed. The plumbing, mechanical, and electrical systems were professionally installed to ensure the functionality and efficiency of utilities throughout the units.

Throughout the construction process, close coordination and collaboration were maintained with neighboring properties, property owners, local authorities, and the community. This ensured a smooth project execution and adherence to all relevant regulations and guidelines. The buildings are strategically situated in a beautiful location, adjoining conservation land, offering a serene and picturesque environment for residents to enjoy.

The Margaret Pratt Community Living was a remarkable project we proudly built in Bradford, Vermont, in collaboration with Mackenzie Architects. This exceptional community-style building was constructed from the ground up, showcasing the innovative utilization of modular construction.

With precision and expertise, the 35,000 square feet building was assembled from 48 modular pieces, expertly crafted off-site and seamlessly integrated on-site. Completed in 2019, the thoughtfully designed floor plan encompasses 32 inviting assisted-living apartments and 16 cozy memory-care apartments.

Beyond its modern construction approach, Margaret Pratt Community Living boasts many delightful features, including shared living areas, a welcoming dining room, a fully-equipped commercial kitchen, a tranquil greenhouse, a lovely screened-in porch, and vibrant activity rooms. These inviting spaces foster a warm, inclusive environment where residents can thrive and connect.

As a testament to our commitment to delivering exceptional care, this project represents the embodiment of comfort, compassion, and quality living for the cherished residents of Bradford, Vermont. A new construction project was undertaken to create 76 units of housing in a four-story structure. The building was constructed with a wood frame and featured a concrete and steel open parking garage. The total area of this panelized construction was approximately 110,000 square feet, and the entire project was completed within a span of 14 months.

The exceptional performance of the Laurentide Apartments project was recognized with a Novel 40 award. This prestigious accolade acknowledged the team’s remarkable achievement of a 60% improvement in building envelope performance. The collaborative efforts of Evernorth (Formally Housing Vermont), Champlain Housing Trust, Duncan Wisniewski Architects, and HP Cummings, contributed to this outstanding result. Notably, the air sealing results at Laurentide surpassed the standards set by Passive House by an impressive margin of 66%.

Furthermore, the Laurentide Apartments team was honored as the first recipient of the Energy Equity Award. This recognition was bestowed upon them for their commitment to serving the community, particularly by providing affordable housing opportunities to individuals with lower incomes and those transitioning out of homelessness. The substantial improvements in energy consumption achieved by the project will greatly benefit individuals who currently allocate a disproportionate amount of their income toward meeting their energy needs.

The scope of work for this project encompassed a range of improvements to 148 occupied apartments at Winchester Place Apartments, undertaken for Evernorth (formerly Housing Vermont). The upgrades included window replacements, heating system upgrades, minor interior renovations, and extensive site improvements. Collaborating with Scott & Partners Architects, who served as the architect for the project, our team proudly fulfilled the role of the construction manager.

The primary focus of the project was to enhance the quality and functionality of the occupied apartments. Window replacements were carried out to improve energy efficiency, enhance natural lighting, and contribute to the overall comfort of the residents. Heating system upgrades were implemented to ensure optimal performance, promoting a cozy living environment for the occupants. Additionally, minor interior renovations were undertaken to refresh and update the apartments, improving their aesthetic appeal and functionality.

In conjunction with the interior improvements, extensive site enhancements were made to create a welcoming and attractive environment for the residents. These site improvements aimed to improve accessibility, enhance landscaping, and upgrade common areas, fostering a sense of community and pride among the residents.

Evernorth, formerly known as Housing Vermont, spearheaded this project, demonstrating their commitment to providing quality affordable housing options. Collaborating with Scott & Partners Architects, the design and planning phase ensured that the improvements aligned with the needs and preferences of the residents, while adhering to industry standards and regulations.

As the construction manager, our team played a crucial role in overseeing the project from start to finish. We coordinated and supervised the construction activities, ensuring that the work was executed efficiently and in accordance with the specifications. Our focus on delivering high-quality results and maintaining a safe and occupied environment was paramount throughout the entire construction process.

In summary, the Winchester Place Apartments project involved comprehensive improvements to 148 occupied units, covering window replacements, heating upgrades, minor interior renovations, and extensive site enhancements. The Colonial Village project focused on the rehabilitation of four buildings in Bradford, Vermont, comprising a total of 21 apartments. These buildings consisted of both senior and family housing and had previously served as affordable housing units. Downstreet acquired the apartments in 2015 with the objective of preserving their affordability and revitalizing the housing.

The project entailed extensive efforts, including the relocation of all Colonial Village tenants to comparable accommodations to facilitate the renovations. Through these renovations, the project successfully preserved the project-based subsidy aspect of the properties, ensuring their long-term affordability. The rehabilitation work also extended the useful life of the buildings by at least 20 years and introduced improvements to enhance operational efficiency and energy performance across all units.

The Colonial Village project stands as a testament to the commitment to affordable housing and the revitalization of existing properties. By preserving affordability, extending the lifespan of the buildings, and improving their energy efficiency, this project has created sustainable and comfortable housing for the community for years to come.

H.P. Cummings Construction Company, in collaboration with architect Vermont Integrated Architecture, successfully completed the Park House Renovations project for the Rochester Community Care Home, Inc. Park House, located in the historic building that was once the Rochester Inn, is a 16-resident living facility in Rochester, Vermont.

The renovations undertaken for this project aimed to enhance the safety, comfort, and functionality of the building. A sprinkler system was installed to ensure fire protection throughout the facility, and a kitchen hood was added to improve ventilation and cooking safety. Extensive air sealing measures and insulation were implemented to enhance energy efficiency and create a comfortable living environment. New windows were installed, including repairs to the attic windows, addressing both aesthetic and performance concerns. Additionally, structural reinforcement was carried out to ensure the integrity of the entire building.

To improve heating and energy efficiency, split unit heat pumps were installed in each living unit. These units provide both heating and cooling capabilities, offering personalized comfort to the residents. An air exchange water heater was also incorporated to supplement the existing heating system and provide efficient hot water supply.

The project involved reconfiguring the upstairs floor plan to accommodate five bathrooms and enclose existing bathrooms within individual living units. This redesign aimed to enhance privacy and convenience for the residents, creating a more comfortable living environment.

H.P. Cummings Construction Company worked closely with Rochester Community Care Home, Inc. and Vermont Integrated Architecture to ensure that the Park House Renovations project met the unique needs of the facility and its residents. By combining expertise in construction management and architectural design, we successfully transformed the historic building into a modern, safe, and comfortable living facility.
